I agree with that. For the little screentime they had, the characters felt really human, but I wish we could've seen more of them, Sayaka aside. It shows even more for characters like Kyouko who had an interesting backstory and point of view but did only two significant things in the show and is much more fleshed out in TDS. The show could've gained from being longer (15 episodes) or at least, people should read TDS to appreciate the characters a lot more.

Actually, it's a flaw I'm fine with. It leaves a lot of the mind of the viewer. Besides, it was written in a way that the scenario and the character progression were really interdependent, and one had the sole purpose of making the other progress.

The lack of characterization is an objective flaw, but it's not really bothering in this case.

Yeah, I liked Kyouko (her acknowledging that Sayaka was right to care about more than just herself and sacrificing herself to put Sayaka out of her misery was a great scene) but I definitely feel like she got the short end of the stick when it came to characterization.
