But again a copyright owner's exclusive rights also include the right to release/authorise translations of the original work. So that script itself is an infringement of the creator's copyright, though it's also created a new copyright interest for that fan tl'er which yes they can technically enforce against anyone besides the original copyright holder (copyright is weird like that).
