I thoroughly believe in thresholds of shit. Anything below the threshold, you simply watch/play (this theory stems from videogames) because you have no other choice, irregardless of what era you come from. Many old animations were crap, as are many today. Watch most any anime, and only ever other frame is animated, and they only play at 24 FPS. I feel like 24 FPS is the threshold of shit, in this case, and most anime are only 12 FPS. There's a lot of tricks that go on though, like computer generated stuff will be an actual 24 or even 30, and panning/zooming is often at full framerate. But things like animated movement and lip flaps are almost never at 24/30.

I'm not saying their 3DCG would be world beating in no shape or form just that the low frame rates you complain about are done on purpose. The Japanese have lived all their lives with that kind of animation being the primary type so I guess seeing high frame rates feels off in a Japanese show, like "this looks like western disney does not feel like anime".
