Make less shows per season. Like cut the amount in half and double the budget of remaining shows.
One problem with anime these days is they are just churned out with a business as usual attitude, just throw out one or two trailer previews, send out some ecchi shit that faggots will eat up, and you don't need a high budget to do that.
Trust me when I say every animator there wants to work on something great, they don't go in thinking they want to be drawing moving pantsu forever. Give them a proper salary and get them to do actual animating.

Like, for tv you mean? Probably the mid to late 90's shows. I don't know why, but animation overall kept getting better and better over the decades. 60's looked better than 70's, 70's better than 80's, 90's better than 80's. That trend stopped when they switched to digital coloring.

All that modern 2D animation is missing is the texture and naturalistic touch of hand painted cels. Linework's fine when it's done properly. We need more shows with artificial texture, like in Gankutsuou and Mononoke.

Bit of a terrible example.
It was fantastic, yes, but Richard Williams went bankrupt making the film, and it was only half finished at the end. They gave it to some shitty dutch animators, who turned it into the world's most fucking retarded Aladdin ripoff.

Williams got depressed and disowned the film. So yes, sometimes it's better to go for mediocrity with speckles of gold, rather than to be totally ambitious and end up with shit. Know your limits/

Speaking of money available for production, I remember that one early 2000s AIC series had a budget of roughly $9000 USD (conversion rate at the time) per episode. I still struggle to figure out how they pulled it off.
