Iinchou tends to be translated as "class rep" in subs, short for class representative. Common thing in Japanese schools. Typically academic female characters with a tendency to chide or "nag" students who aren't exactly behaving up to standards.

They can also be shy or demure instead, like pic related. They often have pig-tails/braids and/or megane. Often, they're considered "plain" in comparison to main girls.

On a side note, if you listen, characters will sometimes actually say "iinchou" instead of their actual name when referring to them more often than not. Subs usually just use their name, though.

The ones I've posted are both contemporary examples, but a more classical one might be say... Hikari from Evangelion.
