Why do so few anime know how to handle emotional and dramatic themes? I can only think of a handful that actually get it right.

I think its because Japanese are (generally) reserved, awkward people.
Most anime can't into subtlety and semi-realistic characterisation when needed. It's likely a consequence of the target audience being somewhat emotionally stunted and Japan's general attitude towards open emotion.
Most attempts at drama feel melodramatic at best and outright hamfisted at worst as a result.
In my opinion K-On was easily the best in that regard.

I guess it depends on whether you think right and accurate are the same things. Not everyone would agree that TV shows and movies (or theater, or whatever) should reflect emotion and drama in a realistic way. It obviously needs to be in some way relatable but for the most part I think people expect it to be a little different, a little separated, and probably more dramatic. Some people will think that's perfect, some people won't be happy unless "drama" is just like the real world.
What's twisted is when people start to express their emotions in real life like they've seen modeled in drama.

Melodrama is basically portraying events in such a fashion that they apply to the emotions of the viewer in a strongest way possible. If you abandon this sort of approach, there is no point in doing fiction at all.
