Kancolle was never about the game. It was always about the fanbase creating character interactions with some faint guidelines provided by the game. Also, historical references: for you, it may not matter, but there's a lot of people interested in that. And there are plenty of historical references and alternative history to go around for a while.

You bet not even a quarter of the Touhou fanbase plays the game, much less bothers with honing their skills and beating it at the highest difficulty. Touhou was never a hit because of its amazing gameplay. It was because of the character interactions. The same as Kancolle.

Not quite. 2hu had no substance as a game. Any interesting character the games' cast had were given by the fans, who played the games and made up shit about the girls. And this, in turn, attracted secondaries who might not have played the games, and they create their own content, and so on. But you need that critical mass of loyal fans FIRST.

Kadokawa decided they want their own 2hu, but less grassroots and more cashgrab. They're pumping literally millions of dollars into it in the hopes that it'll ignite a new trend. Top-tier VA, amazing art, who cares if it has no substance, fans still gobble it up.

Meanwhile, some drunk dude with shitty art keeps on making shmups on his Friday nights.

That's because it's a management game, not an action game. The focus is on the assembly. If you really think you can slap anything together and brute force any map then you must have played it for all of five minutes.

And you're delusional if you think KanColle was made with the intent of becoming the next Touhou. It was just another crappy browser game that got stupidly lucky. The lack of budget still shows with how they need a lottery to keep the servers from exploding. Those top-tier VAs had to voice tens of characters apiece, and those amazing artists were pulled off of pixiv. It's taken them two years to make a crappy anime and vita port. Kadokawa hasn't even tried.
