That is the entire point of the show and it serves its purpose well. Season 2 is complete shit even if you ignore the "story" altogether, though.

Vivi is for bullying

No just kawaii, even though Chaika is kawaii as fuck, but the characters are great too.

Toru is a loyal saboteour with an unrealized emotional attachment, he's very good at doing his job too.

Akari is a fun character too, her aniki complex and kink curious shtick wears off easily but she's also a good companion, while very strong herself.

Frederika is probably the best character, chaotic neutral, cute and all round bro, also a badass Dragoon with amazing transformations (all of them awesome) what's not to like?

Gillette Squad is also pretty good, Vivi a cute (I still prefer Zita though). Red Chaika team is great too, or should I say red Chaika is great?

I dunno, I liked the show because it was just fun, plain and simple. It kinda reminded me of "Scooby Doo Where Are You?" for some weird reason, perhaps the guys entering and exiting from doors and dungeons and places all the time, chasing or running from someone, the way it doesn't take itself too serious...it was comfy.
