In a duel probably not, In a prolonged hunt where both are dropped off in a forest or some ruins then the Spartan has a good chance.

Both have different focuses despite having a similar enhancement list. Spartens are better for wet work and other silent work while Space Marines are much better as shock troops and other loud work. A Spartan is an assassin while an Space Marine is a Knight.

That said I still think the Covenant would throw the Imperium for a loop if they some how got added to the clusterfuck that is 40k since they are literally the Imperiums bizzaro world counterpart

Light Hawk Wings are restricted to 12 max, not because you can't have more power. No, you can't have more than 12 manifesting at a time because each extra LHW requires exponential energy, and the 13th LHW would have overloaded the 3rd Dimension with more power than it can contain, and destroy our mortal world.

Granted, anyone who CAN make 13 LHWs, would also be able to rebuild the shattered universe like it never happened. But of course it is easier just avoiding breaking shit in the first place.
