The filmings are done in a single day and they edit two episodes out of each (Miyano getting three has been the only exception so far).
The second season has gone for 8 episodes, which means that even in the best scenario you'd had only four guests.

Also, it's obviously hard to match three more popular seiyuu's schedules for a whole day.

The first season ended after 24 episodes. Like >>120785669 said, it ended without incidents (they probably wanted to finish with Mizuki Nana). If they had cancelled it "because Sugita did too many dirty jokes", the very first episode would have never aired.
After that, Nakamura and Uchida Maaya had new show, Hekatonkeiru's Choice, which was nowhere near as popular (most likely because the chemistry between Nakamura and Uchida was terrible).
Then, a new one-hour special of TE aired at the beginning last year. After that, HC suddenly ended and the second season of TE was announced. On the first episode, Sugita and Nakamura said they had got ridiculous amounts of requests for a second season after the new year special (and probably even before that).
