it makes sense that their relationship is stuck

on one hand you have naruto, who doesn't get romantic love and acts friendly with hinata and doesn't understand why she's so shy and closed off

on the other hand you have a girl with self confidence issues who now has a whole village to compete with, whose confidence is shot down because naruto never answered her confession. Besides confessing and holding hands in life or death situations is different that doing the same during peace times

the main issue is the timeskip, if this had happened a couple of months after the war, it wouldn't be an issue
