If everyone everywhere could live out perfectly happy lives without negative repercussions on each-other, would it make sense to prevent anyone from living a happy life? No. The problem is that's impossible. But like I said, it depends on your interpretation of 'deserves'. If you think of it as though it were synonymous with having a 'right' to something, then obviously not. If you think of it as 'be worthy of', then yes, everyone is. 'deserve' is a word with pretty lax meaning.
