I've heard Steve Blum say this is how they recorded Cowboy Bebop, and I think you're right about it being a common practice. They call it a cold reading. Basically the actors are just reading off the script and trying to put some feeling into it

I think it bothers me more when the sub voices are doing by-the-numbers archetype impressions. You know what I'm talking about. The male sounds like Shonen Protagonist #412, the cold female character uses that soft-spoken, deadpan voice you've heard hundreds of times before etc.

Sometimes localization teams hire actors who don't quite fit the character, probably because that's all they could get/afford, but this actually causes a more interesting performance and overall result.

Maybe some very low quality dubs but many, many sound absolutely fine.
I realise there is a huge stigma attached to liking a dub but honestly 90% are fine/good.
Since many don't actually speak Japanese you don't really noticed that Japanese dubs arn't all that good either, I've heard many Japanese dubbing with acting that felt very forced or what other complains you might have with English dubbing.
I think another problem is just that reading a line of dialogue it doesn't sound too silly but when you have that read aloud to you by someone in a language you can comprehend it starts to sound very cringey when people says things like "I promise... I WON'T LET YOU DIE! HYAAA"
Many don't want to acknowledge dub fans as "fans" since you need that superiority complex and watching a dub you'll lose that feeling; That is perfectly natural though.

Those cringey sounding lines are actually quirks of the Japanese language that, to your foreign ear, sound ridiculous. However, a native Japanese speaker would find a line like "Goku, please don't die!" to be perfectly acceptable, whereas an English speaker would prefer to say something like "Take care of yourself, Goku." Saying that the dialogue is ridiculous in both languages is incorrect, but I think that a person can gauge the quality of the performance regardless of language. So if a performance is too hammy, then the Japanese will probably agree, even if they find the dialogue to be fine.

And I do question the logic of something that is only "fine" being preferable to something that is usually very good (The original voices)

I don't watch dubs personally, but I know that most of them are cold readings so I tend to cut them a little slack. It's hard to act well when you're reading the script for the first time as you're acting it...

It bothers me, but it's not like every dub is bad. Most of the people who complain about how terrible Eng dubs are haven't watched an Eng dub in years, decades, or ever. 20 years ago dubs were lower quality and there were less actors, but the quality has been rising. People love to shit on dubs because we used to have to buy VHS and stuff, but since we have dual audio now, there isn't a reason to be so vehement to the concept of dubs. I watch more subs than dubs, but I always try the dub when it's available because they're usually tolerable at worst.

Or, you know, since Japs are well connected to gaijin, they could work with them to make an english script. But then again, that probably wouldn't work because of budget and so on, plus Japs have been known to be Xenophobic
