The reason he doesn't care about the fact he summons an honourable Servant is that he doesn't care about the Servant herself, he simply sees Saber as a tool to be used. Also with regards to Kariya, he actually did try and seek out Tokiomi on his own when both Servants were engaged and look where that got him.

I have to say I have a complete opposite viewpoint to your own with regards to how the actions of each pairing was dealt with in both works. In F/SN ultimately the action of almost every Servant/Master combo save for some minor variation at notable times was "Find another Servant, fight until one of you dies, move on".

Compare this to F/Z, where you have Rider and Waver tracking down Caster's home and using a bit of gorilla warfare to weaken him; Kiritsugu doing Kiritsugu things and using the Servants as a distraction; Assassin being used for various deceiving tactics, if not the most useful ones, and various other tactics used throughout the series aside from "kill them till they die". And then you have Rider, Gil and Saber all sitting down for a chat, along with the various fights that were purely mage-versus mage, completely independent of their Servants. Not once was there a straight 1-on-1, or even 2-on-1 or 2-on-2, Servant fight without something to tip the scales going on in the background and it ultimately gives the feel of a more strategic "war" than F/SN.

For the most part, the anime does stay very close to the essence of the novels. A large majority of the differences come from how the anime portrays the characterization; the novels uses the third-person narration heavily to describe the thought processes of each character. The anime does not take this route. Case in point, this episode:

The entire meeting between Kirei and Tokiomi to inform of Risei's death is completely anime-original. In the novels, the narrator goes to great lengths to describe just how much of an impact this death on Tokiomi's confidence. Tokiomi is actually an average magus given prominence not due to his talent but for his hard work and effort (a detail omitted from this episode). He has become who he is due to how he planned out his life to become the ideal magus, so naturally his plan coming apart bit by bit would shake him quite a bit. The anime depicts all of this simply by having him respond to Risei's death in a very shaken, angry manner, an action that would normally be completely out of character for him.

Afterwards, Gilgamesh probing into Kirei's thoughts about the matter condenses a relatively long narrative about Kirei's personal feelings about how his life has turned out thus far (which includes a flashback to his recently deceased wife that was mentioned in the very beginning of the story) into approximately 30 seconds of dialogue. The scene that this narrative takes place, when Kirei first discovers Risei's body, is not even alluded to in the anime. This is probably because Kirei actually sheds tears for his father, not out of sadness, but due to how he wasn't the one to actually kill him. Naturally, this is cut out of the anime since the visual direction has Kirei strictly being completely emotionless until those last moments. Instead, the anime has Gilgamesh cut right into the heart of the matter.

This is all because FSN isn't about the war itself, it's about Shirou's inner motivations and the exploration of his character. Sure, there is a grail war going on, but that only serves as a setting for Shirou's growth as a character. Zero did what it did well, which was a Battle Royale without going very deeply into any of the characters. They showed you everyones surface motivations, but they never went any deeper than that. Zero and FSN shouldn't even be compared, they're completely different stories in almost every way except that they both have a grail war going on.
