Not true, i've been using a VPS for a month and it barely uses 10% of the maximum bandwith allowed.
My recommendation is to search for a provider that's fine with H@H off the top of my mind, buyVM was cool with it IIRC, check the e.g-hentai forums for a proper list run it for a few months and you should be able to afford pretty much all the useful perks. Remember that it can also be used as an image proxy to avoid dropped images (if you use a script that prefetches images like webcomic reader) and overall faster connection.

A dedicated server is fine if you want to run several stuff at the same time, like a webserver, torrent, irc and so on, but if you're only going to run H@H it's overkill (Hath is capped at 20 per day anyway)

The most balanced solution in the long run is probably an unmanaged VPS with KVM, so no one interferes with shared resources.

1) Cache is about 15GB.
2) Thanks to the latest H@H update the client takes virtually nothing to startup, i haven't timed it really but it was under a minute, easily. Even with a huge cache it shouldn't take much now. Check the forums for more details on that if you wish.
3) It's great as an image proxy, been using it for over 3 weeks to visit galleries and even using prefetching scripts i rarely get dead pages. Speed is pretty good too.

In my opinion the whole "H@H is a resource hog" stance comes from the experience with older clients versions. Over 1.4.2 pretty much everything is really optimized, and im sure that you can run it even on less powerful devices (some have managed to make it work on rPI, that's quite the achievement) but a 256mb RAM VPS should be enough, just be sure to set it up properly (it will increase disk I/O though, that's the downside)
