I imagine it's to lure in some new readers. I mean the story is basically around these new characters from what I understand. I finished Vol13 a couple weeks ago and had no interest investing my time in completely new characters.

Looks like Celty is heavily involved but yeah it mostly revolves around the new kids.

I really wish he would abandon the school kids bullshit and delve more into the underground stuff like the yakuza.

I just realized the anime's plot is moving a lot faster than last season, 1 or 2 more episodes would end volume 4. at this pace it'll cover 4 more volumes before 2nd season ends.
