Based on his liner notes from the collected volumes, he has always been of the "fuck new characters" belief. He said that the uhh... Oracion Seis, and Sieg were from an earlier idea he had, that got lifted directly into Rave. Then he lifted Sieg and the name Oracion Seis into Fairy Tail. He's half way into a good idea for a series, but he sort of just circles around it all the time.
