Judging by how much she uses the phrase "心の贅肉", I would say she easily puts on weight if she doesn't watch herself, which would explain why we don't see too much definition in her thighs. Her thighs are rock-solid muscle with a thin layer of fat, making them soft initially, but more solid the harder you squezee them.
