Anyway, the thing with Accelerator is that he's not really interested in his powers. Sure, he enjoys ripping people to shreds every once in a while, but he'd be totally okay with a 100% normal life. Flying everywhere would be out of character for him.

The story behind the spell says that a man levitating with the help of a demon was made to fall and break his neck when he lost the demon's protection. It shouldn't be impossible to make it work on espers since they are basically people who got powers thanks to science, something some magicians consider a devilish force, and we have seen magicians messing with esper powers before.
Remember that Accel fight in Hawaii. It is not hard to imagine that if that had happened while he was flying at high speeds he would have fallen to his death.

With it he could do shit like changing people views of science from the pseudo-religion that exists in the Raildexverse so something heretic like in the Middle Ages, causing anyone from the Science Side who disobeys Crowley to get persecuted.
Some people brought up the posibility that he is using Archetype Controller to make people who fight Touma lose by forcing into them the conception of "Those who oppose the Hero always lose".

I still think that the reason why Hamazura sticks in Crowley's craw so much is that, unlike Touma and Accelerator, his heroics defy the neat categories of archetypes. He was intended as a minor character who would be BTFO by Touma and Accelerator in a sidestory novel, and then according to the oh-so-reliable sources in the Dark Side, he was supposed to have died against Mugino. But then he saves Takitsubo and Mugino and gains Takitsubo as a lover in direct defiance of the medium's unwritten rules which state that the male hero must be as pure as snow.

The aeon of Osiris is a period where mankind's spiritual views were dominated by self-sacrifice, dying/resurrecting deities, and favoring the spiritual over the material. Accel's wings were stuck there because of his self-hating villain mindset and hero worship.

The aeon of Horus is a period where mankind's spiritual views become dominated by self-realization. The power curriculum uses it as the basis for a new form of magic, Touma is basically punching it into people, and Accel's wings moved up and started working properly once he admitted that he just wants to be with his loli.

Parameter List wasn't made for shits and giggles. AC doesn't have unlimited resources, and shitty espers consume far more than they give back. There would be less available for other projects like superplanes and mechs, the espers with high potential would never reach it, and the projects based on esper powers like fiveover, equ.darkmatter, and dark may would never get started in the first place.

Why?

She's the least interesting, least expanded-upon character who basically serves as nothing but a human punctuation mark on which to end a scene with Touma, usually by biting him.

What little she contributes to an episode usually boils down to her going into autism-mode and google-searching her library of magic books to do something incredibly minor like fuck with someone's spellcasting - something Touma would do were it not for the writers occasionally remembering Index exists and feeling guilty that she's not done anything in a while.

She's nothing but comic relief, and i use the word 'relief' very, very tentatively here.

Most prominent in context just means she had more focus than Mikoto and Mikoto had the second most focus. It still is a shared arc between Mikoto and Misaki. Mikoto didn't fight the main big bad because she was the main subject of the experiment.

Misaki dealt with the big bad, which she had helped getting that far from Mikoto and the side characters, and Mikoto ultimately gets forced into becoming a Level 6, resulting in a fight with Gunha and Touma. The final part of the arc is Misaki getting her victory scene and Mikoto getting her heartwarming scene with Touma.
