NGNL is plot-driven. Yahari is character-driven. Of course the latter will have more character development because that's almost the entire show. The attractive with plot-driven shows, on the other hand, is the world-setting development as a whole, which character-driven shows usually lack. However, /a/ has a very marked bias towards character-driven shows, so they mostly try to apply the criteria of these type of shows even on those which are not meant like that
