Because the Vanadis are too used to putting thousands of lives at risk over petty arguments. Ellen and Mila on their periods? Say goodbye to 2000+ people.
But to be honest i think Thernadier isn't that bad.

Thernadier isn't really 'evil', he's just a douche.
I could be remembering completely wrong, but he's a 'might is right' kind of guy who values the strong, like Roland, but couldn't care less about the weak, which is opposite of Tigre's ideals.
He's also fairly patriotic all things considered. While his son was evil, I think they wanted him to be more of a grey person (not that he was with ham-fisted LN writing.)

The Vanadis seems more similar to the HRE than anything.
A nominal leader who has powerful lords under him who are fundamentally autonomous and often fight each other.
Perhaps the author doesn't know his history very well or just doesn't care and used Alsace to represent France.
Not to mention, Alsace was German during the entire Middle Ages. By the time Louis XIV conquered it, the armies didn't fight like the ones in Vanadis (OK, there was no magic, but you get what I mean).
They were neither French nor German. Franks were Franks.
The ones that mingled with the "Gauls" became French, the ones that mingled with the Germanic people became Germans, etc.
If anything, the Franks were Belgians.

That was also France during the middle ages, the autonomy and repeatedly changing allegiances of various French lord was one of the main reasons the hundred years war was such a clusterfuck, it was like a 30 years war in miniature without the religious element.
People have this idea that the HRE was always non-centralized and that French was always centralized.
The first Capet kings were only "first among equals" and many times they were weaker and poorer than the most powerful counts/dukes. The Count of Flanders was richer than the King of France at times. The Duke of Aquitaine and the Count of Toulouse were much more powerful at times, as well. The guy that conquered England defeated the French King in battle sometimes (and he was a vassal of the French King). At this time, the Holy Roman Emperor had a much stronger control of his vassals than the French king.
Things only went downhill in the HRE due to the fights with the Pope.
