It is meant to be a one hit kill, each swing is a lethal attack, blocking it with her armor is bullshit and makes Assassin no where near as big of a threat as before. Ufotable simply fucked up again

You're wrong, only in the fate route he uses the 2 strike version for some reason. In ubw he uses the 3 strike version and we get a paragraph about why he developed the technique, as well as the explanation that a flaw in the weapon due to them exchanging blows

But his sword did cut through her armor twice during the fight, first when she tried to grab his blade, it cut her through her gauntlet, and the that single Tsubame Gaeshi cut that landed penetrated her armor as well, but it promptly regenerated due to it being magical.
So Fake Assassin's blade is sharp enough to cut through Saber armor, but with skillful use she can use it to soften the attacks and avoid critical wounds.
