I think that's why we haven't gotten Railgun III. They have to reconcile the character they've built up in the anime for Mitsuko and her actual character and actions in the manga. Nagai kinda made assumptions of what Mitsuko was like and those assumptions are kinda blowing up in his face now that he's gotten to an arc in the manga where she's a central character and she's nothing like he envisioned her to be.
