There are lots of people similar to Tarou, but more subtle. By exacerbating conflict in the workplace, they get people laid off so that job openings or promotions occur. Or by making others look bad, they themselves don't get laid off. It's just that Tarou is exxagerated to make his actions more obvious to viewers that might not pick up on it.

Tarou is an example of a "toxic employee". They do nothing explicitly wrong, but they ruin the community of a workplace. Workplaces are a combination of both community and individual selfishness where community helps the company while selfishness rewards the individual.

As for being a bully, Tarou could have been. Certainly, he could not behave directly as a stereotype bully at that anime company since he'd be fired long ago. But his obvious enjoyment at seeing people in trouble surely does show he has one of the classic personality features bullies have.
