No Eastern servants rule does not apply in Extra according to Nasu, since there's no territorial buff for them there which means he won't go all potentially NIPPON FOREVER.

Guy wanted to avoid it in F/SN which takes place in Japan, but in a neutral setting it's fine it seems. Nasu wanted to do mostly Western servants to avoid the standard thing you see there, and because there was already a game similar to Fate out at the same time that did nothing but Eastern servants.

Therefore we see his wise kingly side a lot more

Basically, we see him as a true hero, yet his still the same jerk asshole as ever, but this time around it's in a good balance. Also the fucker has the best lines in the game, anything that comes out of his mouth is gold.

Also we learn about his backstory in depth, and he comes out as a lot stronger of a character all around.
