You keep posting that image while reading it all wrong.

Rin straight down declared that she wouldn't (couldn't) even try to sympathise with Sakura. Not because she didn't care, not because she didn't love her, but because their life experiences are so vastly different that she couldn't even begin to actually understand how it must have felt like for Sakura.

So, it basically amounts to how she cut Sakura short, and declared that although she can't sympathise with her sister, she still loves her.
To love despite not understanding everything of a person is a pure form of love. Conditionless love.

For some reason people tend to misinterpret her rather blunt declaration and refusal of sympathy to mean that she didn't love her.
Which is something I find rather odd considering how she declared her love for her not long right afterwards.

She's only trying to stop Shirou from participating in the war, the magic she was firing at him wouldn't actually kill him. This is the last gasp of her being a tsundere idiot about Shirou fighting, from here on out it's basically smooth sailing for the both of them.

Rin is actually the only heroine who isn't. Saber straight up murders Shirou in a bad end to keep the grail and Sakura kills him a dozen fucking times.

Rin never has the inkling of killing him, she saves his life in every route, tutors him and works by him side by side. I think the only bad end she kills Shirou is when Caster made him into a brain dead mana battery and she reluctantly puts him out his misery.

She was never actually out to kill Shirou. If Shirou had gotten shot down she would have treated his wounds, taken his seals, and erased his memory of the magic world.

And she made sure that Archer stayed away. Archer who had already complained about Rin going easy, and would have got Shirou killed for sure.

When he showed up without his Servant, Rin was shocked and quite distressed honestly speaking. She hadn't planned on taking on Shirou like she did, but when he waltzed around school without a Servant, she was convinced that he was going to get himself killed.
And with that, she couldn't bear the thought of him still being in the grail war. So she figured she had to do something about it.

But then shit happened and they she ended up cooperating with him instead. Trying to keep him alive by being by his side instead of kicking him out of the conflict with no memory of it.
