What makes Tsukihime better than FSN is the atmosphere, you can feel the danger, the drama, the mindfuck. The music does a better job to add to the atmosphere than FSN. The characters interactions are so superior to the character interactions of FSN that it hurts, and the slice of life segments and Shirou's point of view is fucking annoying. FSN plot is too forced at times, some times they lead to plot holes,weak plot or unexplainable developments. Tsukihime's plot flows better, it's simple and credible.
Tsukihime's plot is also more mature, each resolution have more weight to them 1) Arc and Shiki didn't end up in good terms in Ciel's True End, 2) After every single of the Far Side of the Moon routes, Arc and Ciel will keep hunting Roa, 3) Akiha ends up as a doll in one ending, 4) Akiha and Kohaku die in another end, 5) Hisui's Good End wasn't precisely happy. In F/sn, only 2 characters couldn't be saved: 1) Ilya in UBW, 2) Saber and Ilya in HF.
Shirou never actually shows his resolve when it comes to deal with people who are prepared to kill,and the story does not have serious and mature Masters - aside from Zouken and the only time Shirou had to confront one of his friends, was in HF against Black Saber. Shiki, on the other hand, had to fight Arc, Ciel, Akiha, and Satsuki at some point - there's also the point when he realises all what Kohaku has been doing. FSN is just too light and aimed at teenagers. That why the dark and cold as ice Tsukihime is superior.

As for Ciel, I think her design definitely improved but as I've said once before I think her face just looks messy now, especially in comparison with everybody else's. I'm okay with her bangs being longer, but now her glasses just look worse than the original. I always thought she looked better without them, though, so maybe that's it.
A side note, but it also looks like their oppai are starting to defy gravity a bit.

Sakura had no reason to be drinking blood, Sacchin has a bigger reason because she needs it to live and to become complete. She should have stuck to semen, a richer mana source.

The reason Kira and Lacus always score high in those polls is because they're the main characters of a series that was really popular. Saber and Arc (as well as Ryougi and Aoko to a lesser extent) mainly get votes because of that very same reason: they act as mascots for their series. Similarly, Rider only got as high as he did because Zero was all the rage at the time, and Rin and Archer get advertised nearly as much as Saber.
Sakura, on the other hand, often gets left out of advertising and spinoffs (the same happened to Kohaku, who has even beaten Arcueid at times, so don't try to claim it's because she's not popular. It's because Sakura and Kohaku are hard to get right due to not being as generic as the others), while being pretty much unknown to the anime-only secondaries, yet scored that high.

In Hisui route he pretty much didn't use his eyes and no one helped him understand what MEoPD really are. It's like Fate Shirou trying to summon UBW. And he wasn't in Nanaya mode, he could kill Satsuki blood without problem earlier

Tsukihime is such a good VN, that over the top chuuni dramaticism that makes it simultaneously compelling and hilarious. Fate just doesnt have the same spark, its like nasu took himself too seriously writing it.

In Tsukihime they don't factor into the plot as much. Arihiko is kind of pointless, Yumizuka even more so, Nrvqsr died too early, and Roa is Ciel. Were there any other characters that weren't hero or heroine?

Finally working up the courage to walk with you home and trying to raise her own flag in life, a twist of Fate destroys her hopes as she becomes more of a tragic character, scene in the park as Shiki keeps trying to reach out but even if she wants to go with him she's just too strange by nature due to the impulses to know how to go along anymore, scene where he decides to knife her in the back while crying as she just apologizes for making him have to do it.
The entire back-alley scene in Akiha's route alone was one of the stronger moments in the game. She was always powerful as that ill fortunate sort of person, a normal girl with a normal wish who was just cock-blocked by some twist of fate.
And Rin said she was weak because of that, only to get revealed to be a hypocrite in the most hilariously ironical way possible.

Nasu's writing was also about three times as grating and often outright painful to read. FS/N is hardly Shakespeare but it's a significant up in quality from Tsukihime.

All the characters in Tsukihime are basically prototypes for the more developed characters in FSN.
If you read Fate and then look back at Tsukihime, you'll see how characters were merged/split or ideas/themes from them that were sort of primitive were better presented in FSN.
