I've always assumed that referred to their nature as Divine Spirits. It makes no sense that a set of gods was entirely fictional, when the entire premise behind them is that belief in them gives them form. It also doesn't mesh, at least in Medusa's case, that their background can be completely different from the legend. I can buy some heroes being belief only, but not two of the most notable of Greek mythology.
