The use of pencil and paper for animating is still widespread. What has changed compared to animation from over a couple of decades ago is that no one physically paints animation cels anymore, it's all done on computer now.

I'm sure they could produce something very similar to hand drawn but it would be very costly. Look at digital drawings, it is possible to achieve the look of an oil painting or a water colour painting but to make it seem like it's actually not a digital painting you need lots of skill and work. Digital animation is done because it's cheap. Now go try figuring out why a producer using digital animation doesn't spend tons of budget and time on trying to copy hand drawn animation.
It's probably cheaper and less work intensive to produce an actual hand drawn animation than trying to perfectly emulate the look of a hand drawn animation with digital animation.

It takes more than just facial expressions. Having to think of suitable poses and gestures is not easy if an animator wants his work to fit the scene and be believable. Animators have to put themselves in the shoes of the character and think carefully about how they will act in a given scene.

Disney do animate well. What they animate, whether it is the acting, choreography or whatever else, in my opinion, is a different matter. The scenes that they do/did, are generally well made and fit for purpose (key words there). The same applies to a lot of anime. Although errors are much more obvious in anime simply because there is much more of it and with a lot less budget and stricter scheduling.
