I give my stance on this on literally every Tokyo ghoul thread. Ghouls NEED to eat humans to survive. That means they are directly a threat to human race. It doesn't help that most of them like to hunt even with other options available, and that you have binge eaters and sadists in spades. The most logical choice is extermination. I honestly don't think that the author's intention is to have you sympathize with all ghouls. A recurring theme within the story is that both sides have their monsters, and both sides are continuing a cycle that ensures more monsters continue to be made.

On the human side you have the CCG. All children orphaned by ghoul attacks are taken in by the organization so that they can be cared for properly and continue their education. 50% of those children wind up accepting training as investigators, and even more might wind up taking non-combat roles within the CCG. That means a massive percentage of the CCG's membership is made up of people who have suffered traumatizing loss at the hands of ghouls. They form camaraderie with one another, so when an investigator is killed by a ghoul it only further serves to fuel their hatred.

On the other hand, Ghouls are considered kill or capture on sight from the moment they're born. Most of them are extremely uneducated; many have likely not even attended high school, and the number that have made it to university undetected is probably even smaller. Many ghouls suffer the loss of their parents or siblings at a very young age due to ghoul investigators. They live on the streets and in places even the homeless won't live in. They literally cannot survive without feeding on people that think and feel just like they do, and many go mad or come up with insane rationalizations in order to cope with that.

Also at this point it's pretty difficult to say much about "Well why don't humans just let ghouls eat the dead?" and similar questions, because we basically don't have any history to go on whatsoever. For all we know major events might have occurred that didn't occur in our world, or vice versa. We don't even know how long ghouls have been around, even as a rough estimate.

Knowing the circumstances under which ghouls were first discovered and how the human population reacted to them would go a long way towards explaining why shit is as fucked up as it is during the point in the story.

The CCG employee passed it on to Jason, who in turn passed it on to Kaneki.

I used to cut him some slack because he's new to the industry, but he's only gotten worse as he's gone on honestly. There are a lot of other debut artists who manage to have much better art than he does. Isayama is easily one of the worst, but his style is actually pretty good compared to his art quality.

In all of these places there's always people being murdered and dying (mostly at the fault of the US and American companies) so they would have food galore.
