Depends on how do you use him.
His two skills are "Cast Jamming" and "Mist Dispersion", so he can block some abilities and EX.

Cast Jamming is almost AoE, Mist dispersion needs to be triggered in close quarters.

In one of those tournaments in akiba, some dude won using Kirino and him.
