The last thing I knew was that he made a Kill la Kill doujin and that Blazing Transfer Student had a Blu-Ray release, but nothing else.

Even when using keyframe animation, it's still very difficult to archive that level of consistency.
Anno was considered something of an animation prodigy back in the day. He was actually hired by Miyazaki to animate the most technically difficult parts of Nausicaa while he was still at university. He ended up being expelled because he was spending too much time working on his various animation and Tokusatsu projects and not studying.

Miyazaki sent him a memo saying, “Use two colours for the smoke. If you use three colors, I kill you!” The director also forced Anno to restrict the number of frames in the God Warrior sequence. Anno wanted to die when he saw the final result. That the terrific scene didn’t satisfy him speaks volumes about Anno’s drive, his obsession with bringing titanic images to anime.

If a story is good only for the reference, then it is basically a fucking garbage.
This shouldn't be plenty of fun even if you miss most of them. The characters by themselves (and good acting) make the show.
Well i only recognized anno. The actual show is full or reactions you'd expect from a manga or anime. Plus it's paired with a manga plot. You got an MC with a two girl harem and he's over the top with his reactions.
Basically give it a try. I'm enjoying it.
You can google them if you want but knowing who they are isn't necessary to enjoy it.
However, your enjoyment of the series would probably be a lot more if you've seen at least a little of the anime they mention.
Not really, each real-life person in the main cast gets a little introduction that lists some of their work/job positions and the subbers added some in for the second episode. The Gainax guys are probably the easiest to recognize for anyone into NGE or their other anime (Princess Maker guy is the one who quit after making the anus breathing comment when TTGL was airing).
Some people might miss a lot of the manga jokes/references though.
No it's a biographical adaptation of a well known mangaka. With cameos from hideaki and a few other well known industry names. Hideaki has the biggest role as the MC's rival.
But honest to god anon its more like a deep stare into the students thought process.
