In the episode, we see the "main romance" get shown in front of everyone like it always is (Chitoge x Raku). It is shown in Romeo and Juliet play, which shows two things: the falseness of their love (they were acting) as well as the childishness of their love (the love between romeo and juliet is shallow).

However, the TRUE romance -- the true, unbreakable love is at the end of the episode. Although they were "acting" in the sense that they were using lines from the play, they were not playing in front of an audience, and only playing in front of one another's hearts. This is important as it shows that TRUE love knows no bounds, and that deep within their hearts they know they are meant for one another.

Chitoge gazing off into the distance symbolizes that she is still seeking for this true love; that raku is not the one for her. And as she gazes into the stars hoping that someone will someday come for her (she thinks its raku, but its not), the TRUE love of Onodera and Raku is still shining as the bright as the first star in the night sky.

Purely in terms of progression over time, I feel Haru has won in that respect. She's achieved so much in only a few chapters, but I reckon it's going to slow down to almost a halt from here.

It's hard to argue that Chitoge hasn't made the most plot defining progress over the series. Through the fake relationship, she's spent by far the most time with MC anyway.

Marika is trying the hardest BY FAR but that's just coming through as 'oh, that's just how she is'. ;_;

Kosaki pretty much has the same chance that she did in chapter 1, and by that I mean if either her or MC actually conveyed their mutual feelings, she would have won a long time ago. Apart from that exchange in emails, she hasn't achieved anything too plot defining.

Tsumugi and Yui are just side characters at this point. Tsumugi will never confess for her loyalty to Chitoge and Yui hasn't had enough character progression. Don't expect any development soon. Every chapter will just be about showcasing the girls and their cuteness. It's going to continue like this. It will continue to be episodic.

This is what happens if you have all girls that are likeable. It's hard to move from the status quo. And everyone, the author, the editor and WSJ is gonna be okay with that because it prints money and everyone is happy anyway since fans of each girls gets their own share of cute chapters.
