You can check how active he was in the past when he could comment. His account has an age, a list of postings in the forums, etcetera.

You can always PM one of the moderators and see if they can explain why the person is banned from commenting on the bounty acceptance display. If they are banned from the bounty system (for too many bad bounty claims - rejected claims), then of course they cannot make comments since that is part of the bounty acceptance process.

By the way, when you mention "FAIR" quality scan and 2000 pixels, you open yourself up to upscales. If what you wanted is a true fresh scan, and not some scan someone else found elsewhere on a chinese site, then it is tough to not get at least a "good" quality scan from any modern scanner. Even CIS scanners give good scans nowadays. If it doesn't look "good", then it's an old thing that was upscaled to your 2000 pixel requirement.

With that many hath and credits, you should be able to reserve the right to request a HQ rescan at 300dpi size reduced to approx 500MB on mega or smaller pieces on mediafire.
