Well English is an objectively superior language to Japanese, so there's a lot lost in the translation process that you can objectively analyze in comparing two versions. Japanese is a rudimentary language that is exceptionally limited in its means of describing the world and concepts, and that inferiority compared to a much more complex and developed Western language like English means it's impossible to translate media from one to the other without suffering a massive drop in quality. Seiyuu's are certainly a much bigger deal in Japan then they are here and it's not like anime is very big here so most of the people who work these shows don't get paid a whole lot.

Not to mention that this is a dub, meaning they aren't really voicing their own character, they're just translating it in to a different language, completely different environment then actually working on the show yourself.

In short? Anime dubbing is bottom of the barrel work for voice actors. It pays shitty, work conditions are shitty (you have a tiny room to work in; you have to match the lipflaps perfectly or you have to do a take over again from the top, even if it was the best voice acting ever, etc.), and all decent VAs inevitably move on to do voicework in video games and western animation. Basically if someone voices in anime, are decent, and have been doing voicework in anime for more than seven or so years, it's a labor of love rather than glamor or pay. Like, people who exclusively do anime voiceovers in the US tend to need to have another fulltime job in order to even not be homeless.

And why is that? Because anime is a niche thing in the West and it doesn't sell well anyway because anime fans pirate that shit anyway and people who might be interested in it are turned off by the high prices to make up for the lack of sales. A "success" in America for DVD sales would be like 2,000 copies. Most anime don't sell more than ~500 or so copies if not less.

I'm not gonna blame it all on piracy, though it is a contributing factor. It's just a combination of things that makes this vicious cycle. Someone in the cycle has to stop it somewhere. Whether its the bigwigs in Japan who decide to licence anime out for a premium, the dubbers/distributors who price these releases at a premium (even 60 dollars for a 12-episode season is too much), or the pirates who make the old Japanese men and distributors afraid to do high quality work with all the risks that come with it. Only then can we afford to draw in good VAs.

After doing a comparison the only one that sounds of is Senketsu and even then it is only slight. In fact the from what I here none of them sound that off. Hell some are dead ringers like the Elite Four and Mako. Satsuki, Ryuko and Mikisugi I need to hear more of for an accurate judgement.

I think people have an idea of what each character sounds like in their heads, but either don't remember what they actually sounded like, or are used to how characters sounded towards the middle or end of the series, after the japanese VAs had time to settle into their roles.

The english VAs aren't perfect, but they're not bad.
