Yes, but as I said the difference between the surreal/mindtrip scenes (sandbox or train scenes in EoE, the entirety of eps 25 and 26 TV) and this particular scene is that this one seems actually real, and has details that don't need to be there (Pen Pen reacting for example).

Everytime Shinji is having a mindtrip, it has weird locations, like the empty inside of a train wagon, but this one looks like it could be another scene in Misato's apartment, except for the brutal burst and conclusion.
