Because romance in regular manga is all about the shitty drama (which is usually just a rehash of the same tropes in every other romance manga). In the few cases where it does progress it usually becomes boring because the drama is gone (or worse, forced). Romance in hentai has an obvious end goal so you don't need to get caught up and can just tell a proper story.
