Bakugo has been getting a consistent amount of character development, more then any other character, even Deku.

Horikoshi even said the one thing he fucked up on was making Bakugo so unlikable, to the point where even he hated him.

Bakugo's big BTFO moment already happened in the anime.

I'll do you one better, here's a manga with an anime adaption that ran for over a decade. Pretty much every major character or plot development in the entirety of Darkness gets forgotten or glossed over.

I thought for a second during Nemesis's arc we were getting some meaningful development. But then the ending came around, and it was literally fucking nothing. A hundred plot threads left dangling, no one got a satisfying win (even Haruna) nor a harem ending.

I get that it was all a vehicle for ecchi and comedy, but there was always a plot and reasonably developed universe behind it all. Especially in the original TLR.
