I've already modeled the head, but I have no idea on how I should model the hair.

What is that nose tho, try to give some more detail to differentiate mouth from nose, if you're going to put that shader to hide most of topology you still have to care about silhouette

when doing toon shading its important to also mix up some handpainting of your own.
you can do it with baking occlusion to the model and mix it with the colors

Some animes have a more 2d style, so usually when you model it directly from the reference it usually looks kind of weird (the best example that I seem to remember is any Simpson's 3d game, the buldging eyes and crazy proportions look fine in 2d but horrible in 3d)
You have 2 options, either adapt your model to your liking or stay as it is
My tips for modelling messy hair, look for fighting references in the anime or manga, since he is usually facing different angles and the pov can also give you a better view on how to make the hair
