at average us rates $3 gets you 8 minutes of a 3d artist's time.

Just go all the way and make it a proper mmo with photoreal graphics

>create business plan
>create storyboards / concept art
>decide on an engine (check out conan exiles made with UE4, would probably be a good starting point)
>secure funding (I would hit up large porn firms, your game probably wouldn't make it on steam and probably none of the regular publishers would touch it)
>hire team and get to work

I think there would be a lot of money in a subscription based porn mmo. You could have photogrammetry based models of actual pornstars for example.

Not sure what the game play would be like tho. And the animations would have to be top notch or it will look like shit.
So you're looking at mocap and AAA animation artists. Game will probably cost a couple millions and a few years to make.
