Hardops is pretty simple and good. It just marks sharps and veves pretty quickly. The problem is that people who use it also like to use the boolean workflow.
Shitty topology is because of that, not Hardops.

The mesh gets messy if you don't know how to use it, like rebeveling your bevels, or sidelining your booleans.
But overall i only have to merge some verts here and there and triangle some faces or make some bisects and thats it.

I've used it and continue to use it sometimes. Mesh turns out to be garbagey though indeed, which I mean, it's whatever if you're not deforming it at all.
Personally I encounter too many errors with it that require me to completely reset my blender layout, and that's a deal breaker.
I've used it for some boolean-related stuff but I don't look booleans much so my use with it is limited.

Optimizing meshes to perfection isn't worth it nowadays. The time spent reducing everything to the bare minimum polycount is basically a waste of time and resources for whatever company that is hireing you.
There is a thing called rounded edge shader or mesh smoothing. You don't need to bevel every edge like you seem to think.
