Look into NeoFur. It's not going to be like render quality but it still looks nice for a game with minimal effort spent getting decent results.

Look into nVidia's HairWorks.

I believe Maya and/or Max has plugin's for exporting and you can find builds of Unreal Engine 4 and Unity that support it.
