why does the shoulder do this?
Most likely, the skin weighting in the border between your shoulder and arm is too tight. You have to smooth it out.

Because neither is the mesh properly weightpainted, nor is it rigged correctly in my opinion. And while you're at it, try to research morphtargets too.

You didn't have to mark it. It's pretty obvious that it's fucked up.

There is a large number of reasons for this. Download already rigged models and study how they work. Also study some more. Study yourself when you move your arm in a mirror.

are morph-targets/blend-shapes an interchangable term?

God that thumbnail looks like a real woman with a deformity, horrifying
You have to move the collar bone as well.
But this is also sfm, where every joint will look like shit.
As said above, bad rigging/weightpainting. There's a common practice of adding more vertex loops around shoulders/knees/elbows/any bending parts in order to be able to distribute bone weights properly. Perhaps your model could use an extra loop, or two.

you need to improve your rigging
add more loop curs around joints and smooth out your weightpainting.
after that you can look at shape keys https://www.youtube.com/watch?v=f3JWNIkwBZ8

Typical skinning job for a SFM port. Stop using it and use a better software that lets you easily create blendshapes to fix it.

People can't move like that...when you lift your arm up straight it doesn't twist this much, the forearm twists and the shoulder raises. Learn to human first pls

Her only regret.

i always struggle with this in particular, i tried several different methods but the topology and extreme position make it a really hard pose to do

go in front of a mirror and point your arm up. Notice ho our collarbone is also part of the motion, then feel shame that you ever thought you'd get away with just rotating the arm up.

But its an ik rig i just moved the hand...
