Depends on what kind of hair you want.

In most cases you are going to be using hair cards with around 3 or more different hair lengths.

The hardest part about hair is the textures.
If you aren't good at painting hair, you can either pull images from the internet and shop them so they work well enough or create hair strands in your desired model program and bake them onto a plane then use that.

After laying out the cards you can also add in a couple of low poly strands here and there to give a more realistic look as hair is not perfectly uniform.

Another option is to use nvidia hair and/or tressfx, but it is best to use those as an optional graphical setting as they can be intense to render realtime if enough characters with it enabled are on screen.
