Depends. How are the models?
Are they like sprites? Vector images?

You'd have to make the 3D meshes from scratch anyways, but depending on how the assets are, you could use them as a reference.

That would depend on the variation through the evolutions. it may be that the modeller can recycle parts of a model and rig through each evolution which would significantly reduce the work load.
