so in your pic op thats called urban design which is done generally over an etended period of time with a team of people. Doing individual stuff an peicing it together is actually not the time consuming thing when you are working with people doing different things. In something like this they would already have the building plans CAD drawings and such and then would work on each building onto the next etc etc

Doing something like this by yourself would take a very long time.

The image you posted, was an architecture design, just a few buildings were modeled with a real photo as background, that is why it looks so real, but only a part of the image is CG.
>The red part is CG, the rest is a photo (not 100% accurate, its really hard to tell on some buildings).
