I think, the biggest difficulty of finding something on the net is the choosing of the right words to phrase the matter appropriately.

there is no such thing as creating textures in gimp
the only thing close to creating textures from procedurals would be substance designer.
gimp is for modifying and enhancing images.
if you are really good at image manipulation you can make "original" textures
