This is clearly the work of a good artist but they are still afraid of criticism and therefore doing "this is a crazy joke weird thing that's so absurd you can't judge it" (this happens in drawn porn a lot); I hope you / they start sharing serious work, because the talent is obviously there.

Here are some honest comments:
> Nothing has style / everything is generic
> Subject is cringeworthy (unless its for kids)
> Modeling is cheaply done, thinking the smoothing would fix everything (its not), and the shoes were definitely grabbed on the web somewhere (huge detail difference)
> Textures are really cheap too; once again, no style or consistency
> Hair is not so bad
> No attention whatsoever put in the lighting and shaders (pretty much one single flat material everywhere)

3/10 work anon, I suggest you look at cartoon 3D illustrations on Behance or Artstation, it will help you out.. keep it up!
