It's usually fine for the base figure it was designed for. Everything else would require retexturing. There are very few "artists" that even bother.

Until very recently Daz had no user dynamics (there's now a plug-in that will turn any mesh into dynamic). Plus when you make clothes you make them for the base figure and then you create morphs for specific figure morphs. So you might create the clothes on Genesis2 Female then create a morph for Victoria 6 and then create a morph for Julia. So if someone dials in a morph for a figure you didn't make a clothing morph for it will just apply the morph to the base mesh which doesn't look as nice as if the morph was custom made for the figure.

I don't even begin to know how you'd get an autofit to look that bad. Even if you just ran autofit and then did no editing of the weightmaps and morphs to fix things it wouldn't look that bad. Somebody went out of their way to make it look that bad.
