I often doubt their legitimacy, given that they can't even correctly define and test for the one thing that they claim to be in search of; pure, true intelligence.
I wish them luck in their search for "highly intelligent individuals", but must warn them that their methods are highly flawed (unless they're in search of code breakers, in which case they're not putting much effort into hiding their intentions).

Yeah, pretty much.
The "intelligent" ones they select are really a bunch of obsessive computer nerds who stumble upon the test at the last moment, get all of the crappy references, then have enough time on their hands (most likely because they have no jobs or social lives) to run the last clues through photoshop, randomly tweak the images a bit, and do a few google searches.
The entire thing is so contrived and ludicrous that any truly intelligent person would see its flaws and decide to spend their time doing something productive.
Also, iirc, Cicada mainly post their stuff on /b/ and /x/, rather than the most logical places to post for recruiting intellectuals - /sci/ and /biz/.

So, here's what I know about Cicada:

There's a Brazillian "deep web community" on facebook - which range from simply curious to elite-level hackers. A friend of mine browses the group, not me, and he told me that a group there was talking about how they made some of the Cicada puzzles. Here's the catch though: They were hired to do it. And apparently so were some groups from all over the world. They didn't know the identity of the hirer (When I saw "hire" I don't necessarily mean they were paid for it - I really don't remember)

So, yeah, something - a person or an larger organization - is behind this whole thing. It doesn't mean it's not some sort of ARG or prank (Hell there's a brazillian prank site that could very well be behind this shit), but someone is putting a shitload of effort on this.
